La Société d’habitation et de développement de Montréal (SHDM) est une société paramunicipale à but non lucratif et financièrement autonome. Chef de file en gestion immobilière et en développement immobilier responsable, elle favorise l’amélioration des milieux de vie des Montréalais en contribuant au développement économique et social de la Ville de Montréal par la mise en valeur d’actifs immobiliers de nature résidentielle, institutionnelle, industrielle, commerciale et culturelle sur son territoire. Elle est à la recherche d’une personne dynamique et motivée pour combler de façon permanente le poste suivant :

 

Agent(e) d’approvisionnement

Direction des affaires juridiques et corporatives

 

Sous l’autorité du chef en approvisionnement, le titulaire du poste participe activement aux activités d’approvisionnement et conseille les clients internes et les fournisseurs entourant les processus d’appels d’offres publics ou sur invitation. Il collabore à la détermination et à la planification des besoins, rédige et révise des appels d’offres, et effectue toutes les tâches administratives inhérentes.

 

Le titulaire du poste doit s’assurer du respect des lois et des règlements de la Société en conformité avec les lois et les règlements en matière d’approvisionnement. Il doit préserver l’équité et la transparence relativement aux démarches d’acquisition de biens et de services de la Société.

 

 

Entre autres, le candidat doit :

 

  •             Analyser, conseiller et suggérer des alternatives d’affaires pouvant répondre aux besoins et aux attentes des requérants par les tendances et pratiques en approvisionnement, et ce, selon les politiques et procédés administratifs en vigueur;
  •             Guider et orienter les employés appelés à rédiger des appels d’offres ou des propositions et s’assurer du respect des politiques, des normes et des procédures établies; vérifier la conformité des documents produits et des étapes du processus en matière d’approvisionnement;
  •             Veiller à ce que les fournisseurs respectent leurs engagements contractuels, effectuer la relance auprès de ces derniers pendant la période de soumission et offrir le soutien nécessaire aux autres directions dans l’application des clauses contractuelles;
  •             Réviser, mettre en forme et vérifier l’uniformité des documents d’appels d’offres avant leur lancement; lancer les appels d’offres sur SEAO ou par courriel, ainsi que les addendas et en effectuer les suivis et les mises à jour;
  •             Assister ou effectuer les ouvertures publiques de soumission et en vérifier la conformité;
  •             Préparer les tableaux comparatifs et les recommandations aux personnes concernées;
  •             Recevoir les cautionnements, les lettres de crédit irrévocable et autres valeurs négociables des soumissionnaires, les valider et recommander leur acceptation en assurant la protection des intérêts de la Société dans le cadre d’acquisitions majeures; rédiger et acheminer la correspondance à la suite des résultats des appels d’offres;
  •             Autoriser les changements ou les corrections des commandes, lorsque requis;
  •             Développer et tenir à jour différents rapports de gestion en lien avec le suivi des appels d’offres;
  •             Supporter, en collaboration avec le supérieur immédiat, la mise en œuvre d’initiatives de réduction des coûts; identifier les opportunités et développer des stratégies pour les concrétiser;
  •             Effectuer toute tâche connexe et de même nature à la demande de son supérieur.

 

 

Le candidat recherché doit :

 

  •          Détenir un diplôme d’études collégiales en gestion de l’approvisionnement, en sciences de l’administration ou toute autre discipline en lien avec le poste;
  •          Posséder un minimum de trois années d’expérience pertinente dans le domaine de l’approvisionnement ou dans un poste similaire, préférablement dans le secteur public. Toute expérience dans le domaine municipal constitue un atout;
  •          Maîtriser les outils de la suite MS Office.
  •          Excellente maîtrise du français dans l’expression orale et écrite, notamment en termes de rédaction et de révision de documents;
  •          Membre de l’Association canadienne de gestion des achats (ACGA) (atout);
  •          Connaissance ou maîtrise des lois et des règlements en matière d’approvisionnement dans les organismes publics et municipaux (atout);
  •          Souci aigu du service auprès de la clientèle;
  •          Initiative et capacité de gestion de conflits; 
  •          Discrétion et confidentialité;

 

Rigueur, engagement, professionnalisme, autonomie, sens de la collaboration et aisance à travailler en équipe caractérisent le candidat recherché.

 

L’échelle salariale pour le poste se situe entre 53 487 $ et 64 813 $, au 1er janvier 2023. Des conditions d’emploi des plus concurrentielles sont offertes, dans une entreprise à taille humaine qui contribue à répondre aux enjeux de l’immobilier abordable :

 

  • Travail en mode hybride : Possibilité de télétravail trois (3) jours par semaine;
  • Un régime d’assurances collectives payé à 100 % par l’employeur après la période de probation;
  • Un régime de retraite à prestations déterminées (cotisations partagées entre l’employé et l’employeur);
  • Facilement accessible en métro, station BERRI-UQAM.
