2026 Budget and 2026–2028 Three-Year Capital Plan (PTI)

This week, the SHDM presented its 2026 budget and its 2026–2028 three-year capital plan (PTI) to the City of Montreal’s Finance and Administration Committee.

Among the highlights:

  • 70% of the PTI is dedicated to developing projects to increase the supply of affordable housing—a significant commitment to achieving the target of 1,000 new housing units by 2027 by continuing our acquisition efforts and launching construction on several projects;

  • A pilot project for the implementation of the new Accès Condos homeownership program;

  • Pre-development activities on strategic sites, such as Quartier Molson, in collaboration with diverse partners;

  • An investment of $78.7 million over three years to maintain our portfolio of affordable residential housing, covering more than 161 buildings.

These initiatives reflect the SHDM’s commitment to building affordable housing in Montréal, both now and for the long term, in partnership with stakeholders from the private and public sectors.
