The SHDM, a non-profit parapublic organization

The SHDM is a parapublic organization of the City of Montréal that operates as a non-profit real estate development and management company. As the City’s real estate arm, the SHDM plays a key role in long-term, affordable housing. It helps maintain and increase the supply of residential rental housing for a diverse clientele, including vulnerable individuals, and promotes access to homeownership.

Its mission, as defined in its letters patent issued on June 15, 2010, and in its supplementary letters patent issued on February 11, 2025, under Chapter V of Schedule C of the Charter of the City of Montréal (R.S.Q., Chapter C-11.4), is as follows:

The SHDM contributes to the economic and social development of the City of Montréal by enhancing real estate assets of residential, institutional, industrial, commercial, and cultural nature within its territory.

Nearly 40 Years of expertise and transformative achievements

With nearly 40 years of experience, the SHDM has acquired solid expertise in non-profit real estate, becoming a reliable and experienced partner capable of supporting major residential, industrial, and commercial projects that contribute to urban revitalization and the supply of affordable housing in Montréal.

The SHDM has acquired, renovated, and built numerous housing properties to meet the need for affordable and social housing. Among its many achievements are the 17 Autonomie+ buildings and the Accès Condos homeownership program. More recently, Le Christin, inaugurated in 2024, stands out as one of the largest real estate projects in Quebec dedicated to addressing homelessness. This 114-unit building continues to make a strong impression through both its social impact and architectural quality.

On the commercial side, several SHDM projects have contributed to Montréal’s economic and social vitality. Notable examples include Cité du Multimédia, Cité du commerce électronique, the World Trade Centre Montréal, Maison de la culture de Villeray–Saint-Michel–Parc-Extension, Complexe Chaussegros-de-Léry, and Îlot Balmoral.

As we know it today, the SHDM is the result of the merger of several parapublic organizations, each with its own specific mandates and roles in meeting Montréal’s evolving real estate needs and challenges. These include SOMHAM, SODÉMONT, SHDM, SIMPA, SODIM, and SDM.

Historically, much of the SHDM’s residential portfolio was developed through three programs that were in effect between 1978 and 1995: Article 95 of the National Housing Act (NHA) funded by the Canada Mortgage and Housing Corporation (CMHC), the Rental Housing Acquisition Program (PALL), and the Rooming House Acquisition Program (PAMAC) funded by the City of Montréal.

Affordability, social contribution, and community investment

People and collaboration are values that guide the SHDM’s actions on a daily basis. True to its mission, the SHDM’s teams are committed to making a difference in communities.

The SHDM provides affordable housing for more than 10,000 people, following affordability objectives to keep prices below market rates.

The SHDM’s social contribution is significant and can take many forms. The SHDM annually evaluates its social contribution to affordability by ensuring responsible management of rent increases in its residential rental portfolio. It also assumes deficit costs for the management of its rooming houses or by granting exceptional subsidies to certain tenants.

The SHDM also has a community investment policy to support organizations that have an impact on the Montréal community, whether through its donation and sponsorship program or the mobilization of its employees for the benefit of Centraide of Greater Montréal.

SHDM governance

The SHDM is governed by a board of directors and managed by an executive management team.

The board, along with its three standing committees, reviews and recommends strategies, policies, and projects proposed by the executive team.
Members of the board of directors, as well as the chair and the general manager, are appointed by the executive committee of the City of Montréal.

Building affordable housing in Montréal, now and for the long term.

Faced with a housing shortage, the SHDM is committed to leveraging its expertise in real estate and the necessary resources to significantly increase and safeguard the supply of affordable housing in Montréal.

The SHDM relies on strong foundations, including its expertise, financial capacity, homeownership tools, and affordability principles, to build sustainable affordable housing.

Intervention framework

The SHDM supports long-term affordable housing in four ways:

  • Contributing to maintaining and increasing the supply of rental housing units for a diverse clientele;
  • Acquiring, developing, and managing land and assets for residential and commercial projects, particularly at the request of the City;
  • Collaborating with various actors in the ecosystem that address the full spectrum of social and affordable housing needs in Montréal;
  • Implementing best practices that integrate ESG (Environmental, Social, and Governance) factors across all projects and operations.

The SHDM is financially self-sufficient for its operating costs and receives no subsidies from the City of Montreal for this purpose. Details of the corporation’s revenues and expenditures are presented in its annual report, available in the official publications section.
