Doing business with the SHDM

With a real estate portfolio of more than 5,200 affordable housing units and close to one million square feet of commercial space, the SHDM regularly carries out large-scale projects. To do so, it relies on strong collaboration with its suppliers and rigorous processes to ensure projects run smoothly. In 2024, the SHDM awarded 102 contracts for construction work, general services, and professional services.

Contract Management Policy

As a paramunicipal organization, the SHDM ensures strict compliance with applicable laws and regulations in its procurement process. To this end, all contracts over $139,000, including taxes, are subject to a public tendering process, which is published on the Government of Quebec’s electronic tendering system (SEAO).

Would you like to register on the SHDM’s supplier list?

Depending on its needs, the SHDM may use this information to select potential suppliers for invitation-only tenders or requests for quotes. Where applicable, due diligence checks will be conducted to ensure that companies are eligible to receive contracts from the SHDM. Occasionally, the SHDM may send information by email about its public tenders and calls for proposals to companies registered on the list.

Complaint handling

In accordance with section 573.3.1.3 of the Cities and Towns Act, public bodies subject to the Public Procurement Act are required to establish a procedure for receiving and reviewing complaints.

To protect the recourse rights of complainants, any complaint regarding the award or granting of a public contract submitted to the SHDM, must be made in accordance with this procedure.

In accordance with the Cities and Towns Act, the SHDM publishes a list of all contracts between $2,000 and $25,000, where the total amount with the same supplier exceeds $25,000 within a fiscal year:
